Specification 4001 issue 1 is re-written as issue 2 to incorporate changes as summarised herein (see Attached for proposed issue 2).
The layout, format and general content of 4001 issue 2 is based closely on the latest re-written Generic specification ESCC 9000 issue 5 draft B (Created by previously approved DCRs 50, 138, 182 plus the currently pending DCR400 (see note below)).
Note - One specific exception to DCR400 on ESCC9000 in this proposed spec, is all references to ESCC Basic Specification No. 23100 have been removed (ESCC RECOMMENDATIONS FOR THE EVALUATION AND PROCUREMENT OF UNQUALIFIED EEE COMPONENTS FOR SPACE APPLICATION).
The technical content of ESCC 4001 issue 2 remains closely based on the original ESCC 4001 issue 1 (ESA/SCC 4001 issue 7).
This DCR also identifies the additional editorial, policy and technical changes to ESCC 4001 issue 1 not already generally detailed and justified by DCR50/DCR138/DCR182/DCR400.

Proposed Wording of Change
Specification is amended to include the requirements applicable to the specification of a Failure Rate Level for components (by means of introduction of Failure Rate Endurance Testing and Failure Rate Level Qualification Approval) as proposed for implementation into the ESCC system via new ESCC Basic Specification No. 94 - FAILURE RATE LEVEL SAMPLING PLANS AND PROCEDURES.
In addition the specification is amended to incorporate various policy, technical & editorial amendments, & corrections, to bring all ESCC generic specifications (that have already been converted to the new ESCC format) in line with each other (i.e. ESCC 9000, 5000, 3403, 4009).
Many of the various changes incorporated into ESCC 9000 issue 5 draft B, as detailed and justified in DCR50/DCR138/DCR182/DCR400, have also been included in ESCC 4001 issue 2. These include the following main editorial, policy and technical changes:
a) The Specification has been made applicable and fully usable for procurement of unqualified components as well as for ESCC Qualified components.
b) Reference to the IEC sampling standard has been deleted.
c) Final Production Tests & Burn-in and Electrical Measurements Charts have been incorporated, with some minor modifications, into a single Chart "Screening Tests"
d) The General Flow Chart has been redrawn to clarify the flow of components for Procurement.
e) The SCC testing level B has been deleted; there is now only a single ESCC testing level in ESCC 4001 equivalent to old SCC level C.
f) Lot failure notification time is now 5 working days (was 2).
g) Qualification and Lot Acceptance Testing have been incorporated, with some modifications, into a single Chart: "Qualification and Periodic Tests".
Periodic testing is mandatory for qualified components with a defined testing schedule.
Lot Acceptance Testing during procurement has been deleted but an option for customer selected Lot Validation Testing has been added.
Zero failures are allowed during Qualification and Periodic Tests
h) Dimension check is performed on 3 samples instead of 5.
i) The minimum required documentation for procurement is now only a Certificate of Conformity/Cover sheet.
j) The "check for lot failure" requirement during Screening has been clarified.
k) Clarification that the term 'PID' is specific to ESCC qualified components.
l) The concept that Lot Validation Testing is not required for qualified components and will only be done if specifically stipulated by the Orderer in the PO.
m) The requirement placed on qualified sources to not knowingly supply components that cannot meet the Chart F4 testing is extended to unqualified sources.
n) The introduction of Technology Flow Qualification per ESCC No. 25400.
Additional changes that apply specifically to ESCC 4001 issue 1 (not related to DCR50/DCR138/DCR182/DCR400) are as follows:
o) Requirements applicable to the introduction of Failure Rate Endurance Testing and Failure Rate Level Qualification Approval are added. See content of the following Paras in the proposed ESCC4001 issue 2 for details of the implementation:
- Para 2.1, 7.1.1.1, 7.1.2, 7.3.1, 8.13, 9.7.1, 9.7.2 & Chart F4
p) Obsolete IEC reference documents (in Para 2.1) are corrected.
q) Definition of failures during Screening, and Qualification, Qualification Maintenance and Lot Validation Testing is corrected to include Visual, Mechanical and Handling failures.
r) Chart II "Third Harmonic Control or Current Noise " test is consolidated to be a Non-Linearity test.
s) The requirements applicable to High & Low Temperatures Electrical Measurements during Screening is amended to require a sample of 5 components unless otherwise specified. It is clarified that samples of surface mount resistors may be mounted for these tests but mounting is classed as destructive.
t) For new Chart F4 - Qualification and Periodic Tests:
- The subgroup test sequences and sample sizes in new Chart F4 are in some ways different to those specified in old Charts IV & V, but generally are consistent with the requirements of the old Chart IV for Qualification Tests.
- Overload, Temperature Coefficient, High Temperature Storage tests are deleted.
- Mounting is added for surface mount components.
- Failure Rate Endurance Testing (new subgroup 4: 8000h Operating Life testing on a sample in accordance with ESCC No.94) is added.
u) Para 9.8 Voltage Proof, Correct the test condition to be equal to 1.4x Isolation Voltage (was "peak value of 1.4x Insulation Voltage").
v) Paras 9.9 & 9.11 Solderability & Resistance To Soldering Heat, Delete the drying step prior to the initial electrical measurement (per Procedure I or II).

Justification
The Implementation of Failure Rate Level into ESCC, as initially requested by ESCC qualified Manufacturer Vishay/France, has already been discussed and agreed in principal with the PSWG.
All other specific changes to ESCC4001 issue 1 have been defined and included to serve the purposes of technical improvement, clarification, accuracy, completeness, simplification and consistency. The aim is to simplify and improve the content and interpretation of the specification and it's requirements whilst maintaining an acceptable technical baseline and the same overall structure.
In addition 4001 issue 2 has been re-written to closely follow the layout, format and general content of new ESCC 9000 issue 5 draft B per DCR50/DCR138/DCR182/DCR400. The justifications for the same changes included in DCR50/DCR138/DCR182/DCR400 also apply to this DCR.
